Finder’s Fee/Referral Compensation

Hello,

I’m taking my State Real Estate licensing exam and need some clarification on something that Kaplan does not cover (and if they did, it’s not stressed).

I understand brokers/licensees can only pay other brokers/licensees monies for referrals, but can brokers/licensees compensate unlicensed individuals in the form of gift cards for referrals?
